Introduction:
First of all I want to tell you the definition of the mayor job.
The mayor is elected each month. He can nominate city counselors if he
wants to. The only power they have is to give advice. The mayor is in
charge of purchases and sales of his town, the treasury of town hall
and can if he wants raise tax for the town. He can influence the price
rate of the product, choose economic plan, or can give subsidy on some
type of field. He can also decide to build stocks.
The mayor has the ability to sell on county fair and also habitually
have the funds to buy there. He is also the first contact with the
Trade minister and traders. He is responsible for the exports and
imports of his town. The mayor has access to the statistics of his
town, and because of that is the best person to give advice to citizens
of his town about what kind of field or shop to choose.
The mayor must communicate with his citizens about his policies. He has
tools for that, like the mass mail to all citizen of his town (1 time a
week) or the mayor message in Town hall. He must use those tools also
to give advice and pass on important messages from the county to his
citizens. The mayor fixes the price of Town Hall tavern.
Depend of the laws of the county, some mayor can make local law for the
town, once the count validates them, they have the same power then
county law. Finally, the mayor is chief of the town, and has the role
of creating activity in the town (or the hall).

In this guide, we're going to introduce you to the Town Hall office and all the option you have there.
I) The Town Hall
INTRODUCTION : Mayor office
This is your office, a very smart interface that gives you access to the menu and options of your position as mayor.
Like the picture up there shows us, all capacity of the Town Hall is
listed. Only the mayor has access to this part. But the job of mayor is
not limited to that, you have to watch the player market, respond to
PMs and be active in the hall of your town.
1) Write the Mayor’s message
When citizens go to the town hall, they can see the mayor’s message.
The message is really useful to give important info about the town and
county, like minimum wage, maximum price on product, links to the hall,
and statistics of the town, and also to give advice to the citizens.
This message can always be changed.
2) Change the prices
This option give to the mayor the powers to modify the price of product
on the auto buy. But the mayor cannot change the price of all products,
like for example, hide and meat. That is why many mayors decide to
close the auto buy to prevent economical attack by people dumping too
much products in town hall. Also a mayor can only change the price once
a week.
3) Buy for the town
First of all, even if you are a mayor, you are still a physical player.
That means you have to tell the interface if you are buying for
yourself or the Town Hall. And when you use it, do it with caution. The
citizens wouldn’t like mistakes to happen with Town hall money.
4) Goods inventory
There is the list of the product in the Town Hall warehouse. It’s up to you to manage it well.
5) Purchase and Sale orders
Like players menu, the mayors can watch and cancel their purchase and sale and also to check at the delivery.
6) Resign
Sometime is a part of life of mayor. And like I said, resigning is not
an act of incompetence but in contrary an act of someone that know what
is better for the town by leaving the town in better hands.
7)Manage militia
Even if the county give you protection with county army, it is highly
likely you will need more protection. The mayor has the power to hire
militia (maximum of 4 daily) and also that give job to your citizens.
 Statistics
This is the best tool to analyze and control the evolution of your
town. Also is interesting for visitor to see it in the mayor message,
since that can help them to decide to move to your town or not.
9) Municipal tax
The taxes. No mayor can really say that they will not use the tax. But
be sure before using it, because your popularity will go down pretty
fast. Also in you town hall election, try to not mention the word tax.
But if you need to raise tax, you can do it there. That will cost you 5
states point. But if you want my advice, good management is always
better than raising taxes.
10) Dashboard
This is the board that helps you verify all the action Town hall has
been taking. It is the best tool to verify if anything go wrong in your
economy and also help you to remember what you have done in the last
day. I advice that you watch it very often! |

11) Send a mail to inhabitant of your town
This tool is used to communicate with all the citizens of your town.
It’s a good tool but use it with moderation since it costs you state
points. Also verify with the county law before using it for election
propose. And in personal note, I find it a bad practice to make the
town pay state points for election publicity.
12) Manage the ranch keeping
This tool is very expensive and nobody uses it because it cost more
than the money that comes to the town. Some mayors use it in summer
vacation since a lot of people are out of town. But for me, I think
it’s not worth it.
12) Manage the civil servants and the Town Hall administration
You have seen before in this presentation that some option needs the
use of states points. These points are created by level 3 that has
chosen the way of state. Depend of the demography of your town you will
have to pay more or less. If you don’t have level 3 in the way of state
I recommend you to begin to ask one to move to your town. The pay offer
depends on the number of state points needed. The best way is to ask
the county university rector for a decent price to put the offer, as he
should know the current price using in the county.
13) File a lawsuit
When you see a criminal you can prosecute him. But that will cost
you one judicial state point. But I recommend to not use it except if
you are sure the public prosecutor of the county cannot put it in trial
before the criminal escapes. That way, it wont cost you state points.
14) Grant management
Grants: explications and how to protect your cash

1. What is a grant?
A grant is like account that helps the town hall to give money and/or goods to one of his citizens and give him specific task.
Everyone know the difference between their account and the account of the Town Hall (I hope 
), and the way to switch between them. A grant work the same way for a
citizen. If he want to sell or purchase for the Town Hall, the citizen
pass by the Your duties and responsibilities in the home section and
push the change button.
Went he was finish is task he can close the grant at the same place by
clicking on the button close grant. That way the money and goods return
to Town Hall.

2. Examples of use
You think grant can only use for trade. You are wrong you can use for many other thing.
Can also to be use by a citizen in charge of given prize for lottery or
paid the soldiers. Or to paid subsidy to someone. They put cheap goods
in market for the person and buy it back from the person at higher
price. That way the person gets the money she is suppose to have from
TH.
3. How to create grant?
Go into your office and click on manage grant. And you will have this screen.
Click on Create a new grant, enter the numbers of pounds and the text of the contract that the citizen will read.
Went it’s created, you cannot change the amount in it. But you can put goods into it.
Went the grant is created, it’s takes some time to see the cash get
taking in treasury funds. If you want to really see how much you have
after that looks in the dashboard.
Like one of the pictures show you up there. Once created the grant it
added to the list of grants to give. You have to click on see and then
put the name of the citizen that you will give the grant. Once the
citizen have the grant, only him can close it and you cannot make any
change in it. That means give that to trusting people.
A grant can be also canceled if it is not assigned. Everything in it
comes back to TH, but you have to wait a couple of minute to see it in
town hall inventory in treasury.
4.Grant is a saving account more than a credit card.
To protect money is simple. You have to create a grant, the money is
removed from town hall funds, and you purchase something in player
market. That way the auto buys is close. If you need money, you just
need to cancel the grant.
But we can do better with it. A grant can be used as a credit card!
Since went you create the grant, it’s take a couple of minutes to the
funds to be remove from town hall. If you are fast enough you can go
buy stuff in player market.
Example if you have 500 pounds, you create a 500 pounds grant and
then purchase for 500 pounds. Once your purchase are done your funds in
town hall is near 0. Went the money is taking for the grant you get
near –500 pounds in town hall treasury. Now you are calm for sometime
about been in positive again. So the auto buy is stop for a while.
Beware: This technique has is bad side also. For example your funds are
–250 pounds and you really need money. If you cancel the grant of 500
pounds, you only get 250 pounds and only create back a grant of 250.
And also don’t forget you cannot create grant if you are in negative.
15) City taverns
Each Town Hall was a city tavern. The management of city tavern is
important. It’s a social place for citizen, but also is an important
tool. Since you can pass there so stats food but also you can use it in
case of shortage of food. Because the exterior links give food with out
taking from the taverns stuff, but beware the price set in this
exterior is the price of the bread at the beginning of the game. That
means 9 pounds. If you put something below 9 pounds, the difference
will be taken in taverns funds.
So there ends the presentation of the IG town hall. I recommended to
candidate for mayor to realize the charge of the job. It’s not
complicated but very time consuming.
Wood towns have the "Manage the axes stocks and the wood cut" option as well on their mayor interface
16) Manage the axes stocks and the wood cut
The first statement shows how many axes have been allocated to the forest for the day
"Axes still free" shows how many of the allocated axes are still free.
You can leave them in the inventory, ie, remove them from the forest by
clicking the link "Leave an axe in the inventory."
The third statement shows how axes in the Town Hall inventory are
not allocated as of yet to the forest. Clicking the "Lend an axe." link
will allocate 1 more axe to the forest from the inventory stock each
time.
"Number of wood bushels received by the Town Hall yesterday" shows
how many wood bushels were received as tax by the Town Hall. This is
the same as the number of used axes the previous day.
Two more statements appear from time to time. (I need to check the exact wording)
a) Since yesterday, X axes need to be sharpened : This is when one
or more of the axes used in the forest becomes blunt. All that remains
are the blunt axe(s).
b) Since yesterday, X axes has been broken : This is when one or
more of the axes used in the forest the day before break. All that
remains are the shaft(s) of the broken axe(s)
Grantlocking your Town Hall

Give someone you have selected and notified previously the grant.
Write instruction in the grant to 'return to lawful mayor when asked'
or something similar.
Step 4:
Have the grantee cancel the grant when you want them to, and repeat process daily, if necessary.
**I use this system to protect treasury from any revolt. Whoever I
grant simply cancels the grant right after reset every night. It is a
good idea to find people you know on msn, and are reliable, you don't
want all your stuff locked up with someone that goes into retreat!
**You can still hire militia with a negative treasury.
**Leased axes cannot be granted and leased at the same time (wood towns).
**Max money per grant is 999,99 pounds. |
I had added another feature to this, which was to sell TH goods on
the players side of the market using grants. That ensured that the Bath
Town Hall remain locked all through the day. It only opened up for a
few minutes at reset, and we can stop that as well quite easily.
Once you hit a deficit, the autobuy is automatically shut off. Thus
the maximum deficit a TH can go to because of the autobuy (you can
create a greater deficit through other means) is -320p or whatever is
the autobuy price for 10 HW. Of course if you are also selling from the
Town Hall, it will reopen once the deficit is cleared by TH sales.[/b] |
